Map out state-owned property rights administrative system; take charge delimitation, registration, exchange, disposition and property right dispute of state-owned equity rights；examine and verify state-owned capital fund exchange, stock rights assignment, and issue of bonds；supervise , and standard state-owned property rights exchange；be responsible for loss and cancellation of state-owned property；organize to clear and capture state-owned property of repealed and dismissed enterprises；take a annual budgeting on supervisory enterprises` state-owned property，and take charge of capturing state-owned assets income and bring into financial special account for unified reserve, and make into uses after approval of municipal people’s government according to rules.
